Description Request For Expression Of Interest For The Detailed Engineering Design For Phase I For The Construction Of Underground Electrical And Auxiliary Distribution System Of Mandaluyong City 1. The City Government Of Mandaluyong, Through The National Tax Allotment Cy 2024 Intends To Apply The Sum Of Six Million Eight Hundred Seventy-nine Thousand And Twenty-four Pesos (php6,879,024.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Detailed Engineering Design For Phase I For The Construction Of Underground Electrical And Auxiliary Distribution System Of Mandaluyong City. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The City Government Of Mandaluyong Now Calls For The Submission Of Eligibility Documents For The Above-mentioned Project, Which Has The Following Objectives: A. Undertake A Detailed Engineering Design Reference For The Construction Of The Phase I Of The Underground Electrical And Auxiliary Distribution System Of Mandaluyong City; B. Assist The City Government Of Mandaluyong In Its Plan For A City-wide Management Of Existing Overhead Wires And Cables, Including Positioning Several Wires And Cables In An Underground Trench In Carefully Selected Thoroughfares In The City; C. Through The Conduct Of A Geotechnical/soil Investigation, A Review Of The City’s General Master Plan, Undertaking Both Preliminary And Detailed Engineering Designs, And Providing Post-design Services And Engineering Support During Construction (esdc), Fully Realize The Objectives And Purposes Of The City’s Undertaking For An Underground Wiring System; D. Allow The Wires And Structures Management Committee (wusmc) And Designated Contractors An Opportunity For An In-depth Study And Understanding Of The Practical Aspects And Potential Challenges For The Subsequent Phases Covering The Totality Of The Project; E. Minimize Disruptions To Residents, Businesses, And Traffic Flow During The Implementation Process. Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat Of The City Government Of Mandaluyong On Or Before 05 April 2024, 5:00pm. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are As Follows: Criteria Weights Applicable Experience Of The Consulting Firm 40% Qualifications Of Principal And Key Staff Of The Consultant Who May Be Assigned To The Job Vis-a-vis Extent And Complexity Of The Undertaking 30% Current Workload Relative To Capacity 30% 5.1 The Consultancy Firm Must Have A Minimum Of Five (5) Years Of Similar Experience In Conducting Detailed Engineering Design And Plan And Duly Accredited Currently By The Philippine Contractors Accreditation Board (pcab) And Iso; 5.2 The Design Personnel Of The Consultancy Firm Must Be Comprised Of The Following Personnel With At Least Five (5) Years Of Experience In Substation And Overhead Lines And Worked On At Least Three (3) Relevant Projects With Government Agencies And Private Institutions: • A Licensed Structural Engineer With At Least Ten (10) Years Of Experience In Structural Design And Conversion Of Existing Overhead Lines To Underground Distribution Lines, With Similar Projects Covering At Least A Six (6) Kilometer Distance; • An Electrical Engineer With At Least Ten (10) Years Of Experience In Structural Design And Conversion Of Existing Overhead Lines To Underground Distribution Lines, With Similar Projects Covering At Least A Six (6) Kilometer Distance; And • An Electronics Engineer With At Least Ten (10) Years Of Experience In The Design Of Telecommunications, Auxiliaries, And Trends In Design Considerations, Parameters, Layouts, Distribution, Supervision, Integration, And Maintenance Of Such, With Similar Projects Covering At Least A Six (6) Kilometer Distance. 5.3 The Consultancy Firm Must Have Experience In Working With Government Agencies And Private Institutions, Specifically For At Least A Minimum Of One (1) Government Agency And At Least Five (5) Private Institutions; And 5.4 The Consultancy Firm Must Have The Technical Capability To Deliver All The Expected Outputs Enumerated In The Terms Of Reference (tor). Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 6. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation (qbe) Procedure.
