Description Procurement Of Surveying Works For Phase 1 For The Construction Of Underground Electrical And Auxiliary Distribution System Of Mandaluyong City 1. The City Government Of Mandaluyong, Through The Annual Budget Cy 2024 Intends To Apply The Sum Of Three Million Five Hundred Thousand (php3,500,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Procurement Of Surveying Works For Phase 1 For The Construction Of Underground Electrical And Auxiliary Distribution System Of Mandaluyong City. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The City Government Of Mandaluyong Now Calls For The Submission Of Eligibility Documents For The Above-mentioned Project, Which Has The Following Objectives: A. Undertake A Comprehensive Footprint Of All Existing Building Structures And Road Network Of The Entire Mandaluyong City Mapping; B. Relocate Existing Overhead Wires And Cables Underground, Minimizing Their Visual Impact And Potential Safety Hazards. C. Enhance The Safety And Reliability Of The Electrical Infrastructure To Mitigate Accidents And Interruptions In Power Supply. D. Improve The Aesthetics Of The City By Removing Unsightly Overhead Wires And Enhancing The Overall Urban Environment. E. Ensure Uninterrupted And Quality Power Supply To Meet The Needs Of Residents, Businesses, And Public Services. F. Minimize Disruptions To Residents, Businesses, And Traffic Flow During The Implementation Process. Technical And Financial Envelopes Of Interested Consultants Must Be Duly Received By The Bac Secretariat Of The City Government Of Mandaluyong On Or Before 15 April 2024, 12:30pm. 3. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are: Criteria Weights • Applicable Experience Of The Consulting Firm 50% • Qualifications Of Principal And Key Staff Of The Consultant Who May Be Assigned To The Job Vis-à-vis Extent And 30% Complexity Of The Undertaking • Current Workload Relative To Capacity 20% 4. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 5. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation/selection (qcbe) Procedure. The Procuring Entity Shall Indicate The Weights To Be Allocated For The Technical And Financial Proposals. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. 6. The Contract Shall Be Completed Within Thirty (30) Calendar Days From Receipt Of The Notice To Proceed. 7. A Complete Set Of Bidding Documents May Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Procuring Entity. Only Short-listed Bidders Can Purchase The Bidding Documents And Submit Their Bids. The Consultancy Firm Must Have Similar Experience In Conducting Terrestrial, Aerial, Marine Survey & Gis Data Extraction With Years Of Experience In Projects Of Similar Nature For Both Government Agencies And Private Institutions. The Team Of The Consultancy Firm Must Be Licensed Geodetic Engineers, With Other Members Having Professional Licenses, Duly Certified Currently For An Iso 9001/2015 On Survey And Gis With Minimum Of Five (5) Years Of Experience In Conducting Assessment And Survey And With A Professional Having At Least Three (3) Relevant Projects With Government Agencies And Private Institutions; The Consultancy Firm Must Have Experience In Working With Government Agencies And Private Institutions, With Additional Expertise And Experience In Lidar, Parceliary Survey, Road Engineering Projects And Gis Data Extraction; And The Consultancy Firm Must Have The Technical Capability To Deliver All The Expected Outputs Enumerated In The Terms Of Reference (tor). 9. The City Government Of Mandaluyong Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Section 41 Of Ra 9184 And Its Irr, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. 10.
