The bidder is required to have experience in similar class of work. The evaluation criteria for experience in similar class of work are as follows: - 60% marks for minimum eligibility criteria - 100% marks for twice the minimum eligibility criteria or more - In between (i) & (ii)- on pro-rata basis The bidder should have completed similar works with a value that meets the minimum eligibility criteria to score 60% marks, and twice the minimum eligibility criteria or more to score 100% marks. The experience requirements are as follows: - Three similar works each costing not less than 40% of the estimated cost of the project - Two similar works each costing not less than 50% of the estimated cost of the project - One similar work costing not less than 80% of the estimated cost of the project. Given the estimated cost of the project is Rs. 2,41,11,090.00/-, the values for similar works would be: - 40% of the estimated cost: Rs. 96,44,436.00/- - 50% of the estimated cost: Rs. 1,20,55,545.00/- - 80% of the estimated cost: Rs. 1,92,88,872.00/- “Similar Work” shall mean Construction of Residential/ Non-Residential/ Institutional building Project(s) comprising Construction of a RCC framed structure having minimum One Storey or Completing balance Construction work of one building (i/c structural work) minimum up to one storey (machine room and mumty shall not be counted as a story) including finishing works, water supply, drainage & sanitary installations, electrical works etc. all composite executed under one project. The bidder should furnish the details of similar works completed in the last seven years in Form “C”. To become eligible for short listing, the bidder must secure at least fifty percent marks in each section, including experience in similar works, and sixty percent marks in aggregate. The bidder should have satisfactorily completed similar works under Central Govt./ State Govt. organization/ Central Public Sector Undertaking within the country as mentioned below during the last 7 years ending last day of submission of tender. The cost of work shall mean gross value of the completed work including cost of material supplied by the Government/client but excluding those supplied free of cost. The bidder should also provide a performance report for the works referred to, which includes information on the quality of work, financial soundness, technical proficiency, resourcefulness, and general behavior. The performance report should be rated as Outstanding, Very Good, Good, or Poor, with the following scoring system: - Outstanding: 40 Marks - Very Good: 30 Marks - Good: 20 Marks - Poor: 0 Marks The average value of performance of works for time overrun and quality shall be taken on the basis of performance report of the eligible similar works. Attributes for evaluation of the performance of contractor for pre-eligibility include: - Experience in similar class of work: 20 marks - Financial Strength: 20 marks - Performance on works [Time Over Run (TOR)]: Maximum 20 marks - Performance of works (Quality): 40 Marks (Maximum) The bidder should furnish a list of all works of similar nature successfully completed during the last Seven years. The bidder should submit information about their previous works, including the name of the work, agreement number, estimated cost, tendered cost, date of start, date of completion, and performance report. The bidder should also mention if they have been blacklisted by any state/Central Departments/PSUs/Autonomous bodies during the last 7 years. The bidder should have a minimum turnover in construction works and a certain amount of experience in construction works. The bidder should submit a certificate of Financial Turnover, which mentions the financial turnover of the last 3 years, duly certified by a Chartered Accountant. The bidder should also submit an affidavit/certificate from a CA mentioning the financial turnover of the last 3 years or for the period specified in the bid document. The bidding capacity of the contractor should be equal to or more than Rs. 2,41,11,090.00/-. The bidding capacity is calculated using the formula: Bidding Capacity = {[AxNx2]-B}, where A is the maximum turnover in construction works executed in any one year during the last three years, N is the number of years prescribed for completion of work, and B is the value of existing commitments and ongoing works. The bidder should have a solvency of minimum 40% of Estimated cost put to tender. Alternatively, the bidder should submit a Net-worth certificate of minimum 10% of Estimated cost put to tender. The bidder should have a certain amount of experience in construction works, and the value of similar works completed should be at least 40% of the estimated cost
