Project Manager For Digital Health Planning And Deployment (vaccination Data Management)
Description
Background Who, Together With The Pacific Covid-19 Joint Incident Management Team (jimt) And Its Covid-19 Vaccination Taskforce Are Supporting The Overall Covid-19 Vaccination Roll-out Across The Pacific And Looking To Provide Support To Countries To Advance Their Planning Horizons To Introduce The New Vaccine And Identify Critical Components (including Information Systems And Monitoring) To Strengthen Preparations For The Vaccine Introduction. Moreover, Building And Leveraging On The Covid-19 Vaccination Introduction, The Longer-term Objective Is To Improve The Country’s National Immunization Programs Along With The Country’s Overall Digital Health Program To Support The Broader Health Sector. Tonga The Polynesian Kingdom Of Tonga Is An Archipelago Of More Than 170 Islands In The South Pacific Ocean South East Of Fiji, South Of Samoa, 2,000 Km North East Of Auckland New Zealand And 3,280 Km East Of Brisbane, Australia. Despite The Geographic Challenges And Its Large Rural Population, Tonga Has Generally Good Access To Basic Healthcare Services In The Pacific Region. The Country, However, Still Faces A Shortage Of Health Workers/ Specialists And Digital Health Professionals. Distribution Of Health Workers Is Roughly Comparative To The Distribution Of Tonga’s Population Where 80.1% Of All Health Workers Are Based In Tongatapu Where 73% Of The Total Population Resides. The Public Health Division (phd) Includes Not Only Programs And Services That Promote And Protect Health In The Population, But Also Provides Primary Care For Individuals In The Community. Phd Is Comprised Of About 140 Staff And Delivers 5 Different Program Streams With A Coordinating Administrative Section Led By The Chief Medical Officer. Services Are Delivered In The Community Through 35 Clinics And Health Centres, With Outpatient Or Acute Cases Referred To 3 Hospitals. Under The Leadership Of Its Chief Information Officer (cio) For The Past 5 Years, Tonga Has Embarked On A Number Of Important Digital Projects That Continue To Strengthen The Country’s Digital Health Program. In 2015, The Country Started A Health Promotion Initiative Using M-health Applications. In 2017, The Country Invested In Strengthening The Country’s Public Health By Implementing A Reporting System Using Tupaia As Its Data Collection Front End And Dhis2 As Its Core Public Health Engine. With The Support Of The Asian Development Bank (adb) In 2018, The Country Decided To Replace Its Patient Administration System Called Webpas With An Electronic Health Record Solution Called Vesalius Under The Country’s National Health Information System (nhis) Program. Despite Disruptions Caused By The Covid-19 Pandemic, The Country Has Un-wavered To Implement Vesalius And Is Anticipating Full Rollout By June 2021. There Are A Number Of Projects Also Underway Such As The Digital Government Support Project (i.e., E-government) Supported By The World Bank. With The Need To Also Prioritize The Covid-19 Vaccine Rollout And To Put Into Place An Immunization Registry/ System And To Institute Sustainable Data Management Practices, Tonga Is Faced With Several Risks, Challenges And Resources Constraints Due To The Lack Of Capacity In-country. Purpose/specific Objective Of The Activity A Consultant Is Required To Support And Strengthen Tonga’s Response To The Pandemic And The Health Information Systems To Support It. Who Is Seeking The Services Of A Qualified Individual To Be Available To Support Digital Health Activities Onsite In Tonga. The Specific Objective Of The Consultant Is To Support The Ministry Of Heath’s Cio To Support The Country’s Covid-19 Preparedness, Vaccination Data Management And Other Unidentified Priorities That May Have A Negative Impact To The Success Of Achieving Its Objective. The Consultant Will Also Be Expected To Assist The Cio With The Nhis Program And Other Management, And Technical Duties As Required. Description Of Activities To Be Carried Out The Consultant Will Be Responsible For Assisting The Ministry Of Health, Including But Not Limited To: Supporting The Country’s National Vaccine Deployment Plan (ndvp) And Data Management Practices, Including The Implementation Of An Immunization Registry/ Information Systems. Providing General Assistance To The Public Health Programs (with Focus On Covid-19 Vaccination Data Management And Roll-out). Assisting The Cio And Adb Supported Advisors With Implementation And Post-implementation Of The Nhis Program. Supporting The Completion, Launch And Execution Of The Tonga Digital Health Strategy. Assist In Developing, Implementing, And Enforcing Necessary Digital Health Policies. Initiating, Implementing And Monitoring Of Digital Health Projects And Other Initiatives That May Have An Impact To The Health Sector And Coordinating Support To Ensure Sector Wide Support For The Projects. Identifying, Coordinating And Engaging Key Stakeholders. Developing And Maintaining The Project Charter And Project Plan. Assisting The Country In Defining The Business, Technical And Management Requirements For Each Initiative. Promoting And Achieving Agreement And Support For Initiatives Across The Health Sector And Other Agencies. Providing Management And Technical Assistance And Guidance As Required By The Cio. The Consultant Will Also Be Responsible For Identifying And Projectizing Key Initiatives From Inception Through To Completion And Will Be Responsible And Accountable For The Delivery Of These Initiatives. Under The Overall Supervision Of The Who Representative, And In Collaboration With Jimt Incident Manager And Jimt Pillar Leads, The Pacific Country Offices/county Liaison Offices And The Country Focal Points And The Ministry Of Health, The Consultant Will Provide Technical And Operational Assistance In Implementing Health Information And Digital Health Initiatives To Strengthen The Country’s Covid-19 Preparedness And Response Efforts By: Providing Overall Management, Planning, Implementation And Logistics Support To Who Country Office, Ministries Of Health, Other Government Agencies As Required, And Other Key Stakeholders Which May Include Vendors And Other Consultants. Supporting The Overall Coordination With Other Partner Agencies, Organizing Consultation Workshops With Stakeholders, And Reaching Out To Other Government Agencies Such As Other Health Agencies And Ngos, E-government Stakeholders. Improving The Reporting And Dashboard Requirements For The Ministry. Instituting Digital Health Best Practices And Mentoring Staff To Sustain The Practice. Implementation Support For The Covid-19 Vaccine Introduction Activities And Development Of The Routine Immunization Registry, With Focus On Data Collection, Management, Analysis And Training End-users; And Providing Support To Increase The Response Efforts Of Who And Other Partners In The Field. Serving As Operation Support And Coordinator For The Who Supported Activities, Including But Not Limited To: Covid-19 Vaccination Data Management, Coding Training, Daily Coordination And Support For Arranging Logistics, Meetings And Trainings. It Is Also Possible That The Consultant Will Support A Telemedicine Project And Assist With The Pacific Health Information Network (phin) Activities. Provide Other Support To The Incident Manager As Needed. The Incumbent Is Expected To Be Based In Tonga For The Duration Of The Contract With Possible Trips To The Who Dps Office In Suva, Fiji. The Consultant Will Need To Temporarily Travel To Suva, Fiji While Awaiting Suitable Travel Options (if International Consultant). The Methods To Carry Out The Work Will Include Remote Support For Other Pics From Suva While Travel Restrictions Are In Place And In-country Support As Required; Meetings With Health Partners Including Ministries Of Health, Wpro, Jimt And Clusters As Appropriate. Qualifications & Experience Education Essential: • Public Health And Health Information Technology/digital Health Expert. Experience Essential: • At Least 5 To 10 Years Of Experience In Public Health, Information Management Systems And Their Application To Logistics, Transport Or Supply Chain Management And Monitoring Field. • Strong Business (clinical And Public Health) And Digital/ Technical Acumen With Demonstrable Track Record Of Success. • Experience Working In Resource Poor Setting And Remote Locations Desirable: • Previous Experience In Resource Poor Settings In Public Health, Health Information Systems, Health Informatic Management, And Monitoring And Evaluation. • Previous International Experience In Digital Health Or Similar Role. • A Medical Science, Public Health Or Related Health Professional Background Is Desirable. Technical Skills & Knowledge: • Excellent Communication Skills; • Excellent Analytical, Planning And Organizational Skills; • Ability To Work In A Team With Limited Supervision; And • Ability To Work Under Pressure. Languages • Written And Spoken Fluency In English Is Essential; • Written And Spoken Fluency In One Of The Un Languages, Preferably French, Would Be An Asset.
