Portsmouth City Council ('the Council') Is Inviting Requests To Participate From Suitably Qualified Suppliers To Be Admitted To A Dynamic Purchasing System (dps) To Provide Domiciliary Care Services, Ordinarily In Portsmouth But Occasionally In The Surrounding Area. Domiciliary Care Services Support People To Remain Living Successfully In Their Own Homes. The Service Will Help Maintain An Individual In A Reasonable Manner Of Health, Hygiene, Safety And Ease In Their Own Home. The Level And Type Of Support Service Required Will Be Determined In Line With Each Individual's Support Plan. Support Service Packages Will Vary In Size Based On The Individual Needs And May Range From Minimal Support Up To Highly Specialised And Complex Needs. The Council Is Aiming To Establish The Dps On 14 January 2020 To Commence On 1 February 2020. Requests To Participate Will Be Via Submission Of A Selection Questionnaire The Dps Will Be Open For An Initial Period Of 5 Years, But It Is Anticipated That It Will Be Extended Beyond This On A Rolling Basis For As Long As It Is Required By The Council. The Initial Closing Date For Receipt Of Your Request To Participate Is 18 December 2019, But Of Course The Nature Of A Dps Is That Is Will Remain Open To New Suppliers For Its Duration. Portsmouth City Council ('the Council') Is Inviting Tenders From Suitably Qualified Providers To Deliver Substance Misuse Treatment And Support Services. The Overarching Objectives Of The Services Are To Reduce The Harm Linked To Substance Misuse And To Enable More People To Achieve And Sustain Recovery From Substance Misuse. Services Will Be Delivered Under Two Lots; - Lot 1: Substance Misuse Harm Reduction And Treatment (element 1) & Substance Misuse Supported Housing Service (element 2) - Lot 2: Substance Misuse Independent Peer-led Service (element 3) Providers Can Bid For Both Lots But Can Only Be Awarded One. Where Bidding For Both Providers Must State What Their Preference Would Be If They Are Selected As Preferred Bidder For Both Lots. Through Separating The Substance Misuse Independent Peer-led Service We Aim To Establish A Truly Independent Service Which Empowers Service Users And Increases Service User Involvement. Providers Have The Option To Either Deliver Services From The Current Properties Or To Propose Use Of Their Own Properties, The Latter Will Be Deemed A Variant Bid. The Council Is Targeting To Have Awarded Both Contracts On 1 Feb 2022 To Allow For Service Commencement On 1 June 2022. The Contracts Will Be Let For An Initial Term Of 46 Months Which May Then Run For A Further 6 Years In Increments Set By The Council To A Total Maximum Term Of 9 Years And 10 Months, Subject To Performance And At The Sole Option Of The Council. The Estimated Total Value Of Lot 1 Is Iro Iro £4,003,793 Pa, £15,347,873 Over The 46 Month Initial Term. This Is Based On The Current Funding For The Services. The Estimated Value Of Lot 2 Is Iro £250,000 Pa, £958,333 Over The 46 Month Initial Term. This Is Based On The Current Funding For The Services. The Annual Value Of Both Contracts Is Expected To Vary Over The Initial 46 Months Due To A Combination Of Secure And Unsecure Funding Streams. The Total Value Of The Contract Opportunity For This Initial Period Is Iro £16,306,206. The Estimated Value Of The Contract Over The Maximum Term Of 9 Years And 10 Months Is Iro £30.12m - £52.2m Allowing For Further Additional Funding Should The Become Available.

Portsmouth City Council (the Council) Is Seeking To Create A Concession Solution (cs) From Which It Can Award Contracts For Advertising In The City. The Cs May Also Be Accessed Via Other Local Authorities Named In The Concession Documents. The Cs Will Be Split Into 7 Lots And Suppliers Can Apply For Multiple Lots. The Cs Will Be Open For An Initial Period Of 10 Years Extendable Up To 15 Years. The Council Has An Ongoing Requirement To Create Or Upgrade Advertising Infrastructure (digital And Non-digital) And Aims To Upgrade Existing Non-digital Advertising Infrastructure In The City On Council Land. Through This Process The Council Is Also Seeking To Source A Concessionaire To Generate Advertising Income From Opportunities Presented By The Council's Own Website. Application Is Via Submission Of A Supplier Selection Questionnaire. The Initial Qualification Of The 7 Lots Will Be Phased So As To Manage The Cs Creation Process, The Evaluation Process Will Commence From 6 Jan 2020. Please Note: Suppliers Who Are Submitting An Ssq After The Initial Return Deadline Of 6th January 2020 Must Notify The Council That They Have Made A Submission Via Intend Correspondence And By Also E-mailing Procurement@portsmouthcc.gov.uk Submissions Received After The Initial Return Deadline Will Be Evaluated Within 10 Days Of The Received Notification And Suppliers Will Be Informed Of Their Acceptance (or Non-acceptance) Onto The Cs As Soon As Possible.

Applicants Must Be Registered With And Act In Compliance With The Standards Set Out By Royal Institution Of Chartered Surveyors (rics) Or Equivalent. In Order To Meet Urgent Need For Services To Support Delivery Of Dunsbury Park Via The Appointment Of Joint Agencies, Tenders Are Being Sought From The Market For These Appointments In Parallel With The Establishment Of The Dps. Joint Agencies Will Be Appointed In Respect Of Dunsbury Park. One Contract For A Regional Agency And Another For A National Agency. Agencies Can Apply For Either Of Both Opportunities, However An Agency Will Only Be Awarded One Contract. The Council Is Targeting To Have The Dps Operational, And Agents Appointed To Dunsbury Park By 17th December 2021. The Total Value Of The Dps Is Currently Estimated To Be ?1,000,000. Agency Fees For Dunsbury Park Are Estimated To Be In The Region Of ?600,000. Agency Fees For Other Sites Within The Council's Property Portfolio Are Estimated To Be In The Region On ?400,000. The General Scope Of Services That The Council May Utilise The Dps Includes For, But Is Not Limited To, The Following: O Provide Premarketing Advice Report To The Council For Agreement On Strategy. O Market Offices/industrial Premise Within The Council's Property Portfolio On A Sole Or Joint Agency Basis. O Provide Marketing Advice And Market Updates. O Provide Regular Formal Marketing Updates And Weekly Reports On Viewings And Follow Up. O Secure Occupiers Of Acceptable Financial Covenant Strength On The Most Advantageous Lease Terms To Create An Appropriate Tenant Mix For Place Making. O Assist The Asset Manager In Seeing Disposals Through To Lease Completion With The Council's Chosen Legal Team. The Dps Agreement Will Run For An Initial Term Of 4 Years Which May Be Extended As Required On A Rolling Basis At The Sole Option Of The Council. The Duration Of Call-off Contracts Awarded From The Dps Will Be Dependent On The Needs Of The Specific Requirement And Will Be Clearly Stated Within The Appointment Documentation.
