General Procurement Notice Lao People's Democratic Republic (pdr)clean Cook Stove Initiative (csi)energy And Extractives, Climate Change, Gendergeneral Procurement Noticeci-dev Grant No. Tfb0555esmap Grant No. Tfb0599project Id No. (p169538) The Ministry Of Energy And Mines (mem) Has Received Financing In The Amount Of Up To Us$ 6.44 Million Equivalent From The World Bank Toward The Cost Of The Lao Pdr Clean Cook Stove Initiative (csi) And It Intends To Apply Part Of The Proceeds To Payments For Goods, Works, Related Services And Consulting Services To Be Procured Under This Project. The Project Will Include The Following Components Component 1: Carbon Finance Capacity Building (us$ 0.38 Million, Ci-dev)this Subcomponent Will Finance I) Preparation For Clean Development Mechanism (cdm) Registration; Ii) Development Of A Single Monitoring System For Verification And Certification To Support The Carbon Emission Reduction (cer) Delivery And Cdm Operation Manual; Iii) Capacity Building For The Management And Implementation Of The Clean Cookstove Initiative; Iv) Incremental Operating Costs Of Department Of Energy Efficiency Promotion (deep) And Provincial Department Of Energy And Mines (pdem); And V) Awareness And Information And Beneficiariescomponent 2: Project Management And Implementation Technical Assistance (us$ 0.86 Million, Esmap)mem/deep Will Hire A Firm To Act As The Implementing Entity, Which Will Be The Operational Company Responsible For Implementing The Activities Related To Stove And Pellet Distribution And Carbon Finance Monitoring Under The Guidance Of Mem. This Implementing Entity Will Be Contracted Based On Its Experience With Carbon Finance, Cookstoves, And Existing Gender Work. The Component Will Cover The Overall Operational Activities Of The Implementing Entity.component 3: Carbon Emission Reduction Program (up To Us$ 5.2 Million, Ci-dev Under An Emission Reduction Purchase Agreement (erpa)this Component Will Be Focused On The Overall Implementation Of The Project’s Result-based Financing. The Component Involves The Up-front Private Sector Investment To Pre-finance The Forced-draft Gasifier Cookstoves And Associated Pellet Supply (under Component 2). The Second Part Of The Component Involves The Measurement Reporting And Verification (mrv) Of The Project Activities, The Carbon Finance Emission Reductions. Procurement Under The Project Will Be Carried Out In Accordance With The World Bank Procurement Regulations For Investment Project Financing (ipf) Borrowers, Dated July 1, 2016, Revised November 2017 And August 2018, And Provisions Stipulated In The Financing Agreement.
