In summary, the Services shall comprise: a) Management of the media strategy and planning activities of DPS Clients, b) Purchase of media space and time on behalf of DPS Clients, and c) Associated activities as described in Appendix 1 of the attached RFATP document. Legal services relating to childcare (including education welfare services, early year services, domestic violence applications and criminal matters related to the minor) for Co. Kerry. This is designed to cover the requirements that arise in relation to childcare legal services. Typical activity which arises will include but not necessarily be limited to; • Appearance in District, Circuit and Higher Courts to deal with complex and sensitive applications to protect minors including domestic violence and criminal matter; • Advising Tusla on complex and sensitive childcare cases • Advising on regulatory issues, risk management and codes of conduct • Brussels II bis Regulation and Hague Convention related matters • Prosecutions on behalf of Tusla including in the area of Educational Welfare Services and Early Years Services • Cost negotiations

The Contracting Authority has a requirement for the provision of parliamentary publishing and printing services, to include printing, electronic publishing, and related services in relation to parliamentary and other documents. For the avoidance of doubt, these services are imperative to the functioning of Parliament and for ensuring that all legislative and other parliamentary papers are available for Members (elected representatives) of the Houses of the Oireachtas when needed.

The Contracting Authority intends to award contracts for legal services, pursuant to a separate public procurement process currently underway. The Contracting Authority wishes to maintain an element of management and administration to these legal services and therefore intends to appoint a single tenderer to provide legal services management and administration services. The Tenderer appointed will be responsible for the following; • Monitoring and reporting on cost and activity from firms appointed to provide legal services • Collating, consolidating management information from those firms • Providing Tusla with required management information including but not limited to resource inputs by professional grade. • Preparing all invoices including disbursements from each of the firms for discharge of payment, to all participating firms, by Tusla • (payments to Guardian ad Litem and Counsel are not in scope)

A highly efficient and professional ICT Support Service is required to support Department of Foreign Affairs staff across the Department in achieving their business objectives. The successful service provider will be expected to provide quality, on-site resources for the ICT Support Service to support, maintain, and enhance ICT services. Engineers will respond to a wide range of ICT-related queries from staff at any office of the Department by email, telephone and online from the Department’s offices in 76-78 Harcourt Street and 23-27 Henry Street, Limerick, or via remote access where needed. The ICT Support Service will also be expected to be involved in a range of critically required proactive support services including, but not limited to, designing, developing and implementing changes to the Department’s ICT Infrastructure (voice, telecommunications and data services), server and end-user device builds, as well as providing input to ICT development projects.
