This tender aims at implementing (inter-alia) the following actions: — creation and management of a community of public and private buyers interested in the solutions offered by the EIC innovators (beneficiaries); — enhancement of the capacity of public buyers to purchase innovative solutions to tackle public challenges, opening at the same time their procurement markets to SMEs and start-ups; — piloting assistance offering to EIC beneficiaries to submit tenders in public and private sector procurements in Europe as well as at global level; — enhancement of the capacity of the EIC beneficiaries to find business opportunities through procurement and take part as potential suppliers in bids in Europe as well as in non-EU countries through supporting measures such as the EIC Innovation Procurement toolkit (for suppliers in tenders), the EIC Innovation Procurement Academies (for the EIC beneficiaries), etc.

The main objective of this action is to benchmark the socio-economic performance of the EU proximity and social economy ecosystem. The action will further develop evidence-based policies and ensure greater coherence between this ecosystem and other policies. Such integrated approach should in turn contribute to the development of a sustainable, innovative and resilient ecosystem. The action will deliver policy reports/gather data examining post-COVID recovery and development; organise workshops feeding this work. The specific objectives of the action are to: • increase the knowledge base, in order to enrich the public policy debate on the ecosystem; • bring forward-looking analysis and provide new ideas to support the development of better public policies for the ecosystem; • monitor the ecosystem recovery in the full geographical scope of the Union in the COVID-19 crisis context.

The main objective of this call for tender is to improve the business environment of innovative SMEs and make public procurement an attractive option for these economic operators through an enhanced uptake of strategic public procurement in Europe. Such uptake is achieved through partnership between big public buyers such as cities, regions, hospitals, central purchasing bodies, or utilities working on concrete projects and similar challenges. This objective is achieved by promoting collaboration between big buyers in strategic public procurement with a view to driving the market for innovative goods, services and works. This also aims at contributing to the economic recovery of the EU, stimulating innovation and start-ups. The activities carried out in this project should be fully consistent with the overarching aims of the Green Deal, and any strategy related to a green, digital and resilient recovery.

The ultimate objective of this action is the improvement of the governance of European tourism ecosystem, including making it more resilient and better prepared for resisting, managing and mitigating crises. The contractor must carry out the tasks as described below, grouped in three work packages (WPs). — WP 1: analysis of governance models and crisis management mechanisms in the tourism ecosystem; — WP 2: assisting tourism authorities and sectors to improve tourism governance and resilience; — WP 3: best practices and learning material. Detailed characteristics of the purchase are described in the tender specifications in Section 1.4.2.

The aim of this open call for tenders is the signature of the direct service contract and contribution to the EC efforts in: 1. preparing the ground for a construction data space; 2. supporting the digitalisation of building permit systems to reach higher levels of digital maturity and automatisation of processes; 3. supporting the adoption of building information modeling (BIM) of high maturity, and Open BIM as collaborative process.
