The overall purpose of this study is to carry out an assessment of the administrative costs and burden of the Common Provisions Regulation funds, by revising the baselines previously established where they exist and establish them where they do not exist, in order to assess whether the previous estimations of administrative costs and cost savings have materialised, and to help prepare new proposals and options regarding post-2027 funds. The study also aims to identify and quantify the administrative costs and burden deriving from additional national or regional practices going beyond the EU legislative framework for the CPR funds (gold-plating).

The subject of this call for tenders is two rounds of data collection and studies (2023 and 2026) to measure the quality of government at the sub-national level and comparing results with previous editions.

Building knowledge and exchanging experience: support to regions for addressing brain divide and mitigating challenges associated with population decline of tertiary educated population.

The study will assess the extent of use of options for coordination, demarcation and complementarities among CPR Funds and complementarities and synergies between these and other EU funds and instruments that are provided for in the CPR (Articles 14, 26, 57(9), 65(5) and 67(5)), both at strategic and implementation level.
