2 INSTRUCTIONS TO BIDDERS Invitation to Tender: 1. The Delhi Jal Board hereafter referred to as “the Board” will receive tenders for the works mentioned in NIT. 2. Earnest Money & Tender Fee: Bidder shall submit the EMD & Tender Fee (Tender Fee Non refundable) amount electronically on or before the last date & time of bid submission in DJB EMD A/c.90231010012261 at Syndicate Bank, Rani Jhansi Road Branch, New Delhi. (IFSC / RTGS Code No. SYNB0009023) through Bidder’s bankers. While submitting EMD & Tender Fee through RTGS mode (RTGS timing are 10:00 hrs to 16.00 hrs on all working days except Saturday, (timing for Saturday are 10:00 hrs to 13:00 hrs), Bidder must mention NIT No., Name of Division, closing date & time of tender and Bidder’s Name and address in the Applicant details column in the RTGS form as shown in the example below:- DETAILS OF APPLICANT A Account No. 90231010012261 B Name NIT NO, Item No., Earnest Money, Tender Fee, Name of Division, closing date & time of tender, Bidder’s Name C Address Bidder’s Address (a) Bids submitted without the exact amount of EMD or Tender Fee and the requirements prescribed above shall be Liable for rejection and it should be deposited after the date of issue of NIT. (c)Bidder must upload the scanned copy of RTGS of EMD & Tender Fee customer payment confirmation along with the Bid, before the date and time of closing of the bids. (d)The EMD of all the participating firms except first lowest bidders will be returned after the opening of price bid. For successful bidder it will be adjusted against retention/ security deposit. Tender fee is non refundable. 3 3. The tenderer shall submit the offer under two bid system i.e. Bid Part-A (Technical) & Part-B (Financial Bid) Bid Part-A (Technical) 1. Bid Part-A should contain scanned documents giving detail of Eligibility Criteria as Annexure-A. Annexure-A: - SCAN DOCUMENTS FOR ELIGIBILITY FOR ITEM NO.1,2,3,4,5 &6 A) Scanned copies of RTGS details of EMD & Tender Fee deposited. The date of deposition should be after the date of issue of NIT. B) Scanned copy of under taking for NSIC certificate holder regarding not crossed monetary limit in current financial year in case firm is taking exemption of tender fee and EMD. ( This Condition is valid for procurement of supply of good & services and not for works contracts.) C) Scanned copy of Registration in appropriate category of Delhi Jal Board. D) Scanned copy of Mandate form duly filled and Signed by Firm Owner. E) Scanned copy of Registration certificate of G.S.T. F) Scanned copy of PAN Card. G) Scanned copy of notarized affidavit valid for at least one month from the date of Opening of tender that the applicant has not been Debarred / blacklisted in any Department after the issue date of NIT. H) The bidder/agency shall submit scan copy of notarized affidavit valid for at least one month from the date of Opening of tender regarding Employment of their close relatives in DJB which may include the relatives in Blood, Uncles (paternal or maternal), cousins (Paternal or maternal), Father, Mother, son, Daughter, Mother- in-law, Brother-in-law, Sister-in-Law, Nephew and Niece etc. (This list is not exhaustive) Bid Part B: (Financial Bid): Online Bid Part-B tender shall consist of tender form Annexure B & the bill of quantity.The bidders are required to fill all the columns of the priced bid as uploaded. Financial bids of only those bidders would be opened whose bid is substantially responsive to the NIT/Addendum/pre-bid replies issued by department.
