M&L for Designing, topographic survey of site and design of 11 kV on grid ground mounted solar plant of capacity 240 kWp (AC) including civil/ electrical infrastructure size as designer recommendation with toilet facilities for housing inverter, electrical / electronic equipment associated with solar plant as per latest IS duly vetted from government approved vetting authority. Preparation of ground by removing vegetation, levelling, filling, etc, supply, installation erecting fabrication testing and commissioning of Solar Plant as per approved design at Air Force Station Suryalanka as Turnkey Basis comprising of following as per latest IS sub-components/sub-systems and meeting the specifications as given in Sr No 11.01 to 11.17.
Note :- (i) MINIMUM TECHNICAL REQUIREMENTS / STANDARDS FOR SPV SYSTEMS / PLANTS TO BE DEPLOYED AS PER MINISTRY OF NEW AND RENEWABLE ENERGY ARE MANDATORILY TO BE COMPLIED WITH IN THE DESIGN. SOME OF THESE ARE NARRATED HERE-IN-AFTER. FOR OTHER DETAILS WEBSITE/PUBLICATIONS OF MNRE MAY BE REFERRED. The quoted rate includes the items mentioned in Ser No. 11.01 to 11.17 and all other additional Metering / System required to make solar plant functional and on grid 11 KV connection with existing commercial supply, communication system and to obtain necessary permission from appropriate authority of State Electricity department before commissioning / amalgamation with commercial supply. The quoted rates also includes all necessary PCC work required for installation of Jn box, HT panels, transformer plinth , PV panel, invertor etc as recommended by designing authority.

SOLAR PV MODULES: (a) The PV modules must conform to the latest edition of any of the following IEC/ equivalent BIS Standards for PV module design qualification and type approval:
(i) Crystalline Silicon Terrestrial PV Modules : IEC 61215 / IS14286 (ii) Thin Film Terrestrial PV Modules : IEC 61646 / Equivalent IS (receipt of tender) (iii) Concentrator PV Modules & Assemblies : IEC 62108/Equivalent IS.
(b) In addition, the modules must confirm to IEC 61730 Part 1-requirements for construction & Part 2- requirements for testing, for safety qualification or Equivalent IS PV modules corrosive atmosphere : IEC-61701 / BIS61701 and PV modules in sandy environment : IEC-600068-2-68
(c) Each PV module must use a RF identification tag (RFID), which must contain the following information:
(i) Name of the manufacturer of PV Module
(ii) Name of the Manufacturer of Solar cells
(iii) Month and year of the manufacture (separately for solar cells and module)
(iv) Country of origin (separately for solar cells and module)- Made in India only
(v) I-V curve for the module
(vi) Peak Wattage, Im, Vm and FF for the module
(vii) Unique Serial No and Model No of the module
(viii) Date and year of obtaining IEC PV module qualification certificate
(ix) Other relevant information on traceability of solar cells and module as per ISO 9000 series. NOTE: RFID shall be mandatorily place inside the module laminate.

(d) PV modules must qualify (enclose test reports/ certificate from IEC /NABL accredited laboratory) as per relevant IEC standard. Additionally the performance of PV modules at STC conditions must be tested and approved by one of the IEC/NABL Accredited Testing Laboratories including Solar Energy Centre. Qualification certificate from IEC/NABL accredited laboratory as per relevant standard for any of the higher wattage regular module should be accompanied with the STC report/ certificate. For details of Test Labs refer Ministry of New And Renewable Energy website. The report submitted should not be older than 5 years.
(e) PV modules used in solar power plants/ systems must be warranted for their output peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years.

(f) The BOS (BALANCE OF SYSTEM) items / components of the SPV power plants/ systems deployed under this project must confirm to the latest edition of IEC or equivalent BIS Standards/ MNRE specifications / as specified at Para 1.02 of MINIMAL TECHNICAL REQUIREMENTS / STANDARDS FOR SPV SYSYTEMS / PLANTS TO BE DEPLOYED DURING this F.Y. UNDER THE PROGRAMMES OF MINISTRY OF NEW AND RENEWABLE ENERGY available on MNRE website.
(g) Test certificates / reports for the BOS items/ components can be from any of the NABL/ IEC Accredited Testing Laboratories or MNRE approved test centres. The list of MNRE approved test centres will be reviewed and updated from time to time. The list as applicable as on last date of receipt of tender shall be treated as applicable for this tender.
(h) The mechanical structures, electrical works including power conditioners/ inverters/charge controllers/ maximum power point tracker units/ distribution boards/ digital meters/ switchgear/ storage batteries,etc. and overall workmanship of the SPV power plants/ systems must be warranted against any manufacturing/ design/ installation defects for a minimum period of five years.
(j) SCADA based performance monitoring system for every PV module to be installed for monitoring along with all connected accessories.

Note: The specific attention of designers and vetting authorities is invited towards the fact that site of installation is having a serious problem of monkey menace. Adequate protective measures shall be adopted suitably in design to avoid damage to PV cells and other components of the system from monkeys. Any harm due to monkey menace shall be borne by the contractor and shall be made good without any cost to the department. Also the location is costal area which is prone to high corrosion. Designing team should consider the above facts for durability of structure.

SPECIFICATIONS: (a) Silicon Crystalline SPV cells shall be used in the Solar Photovoltaic module. PV panels should be of any make: TRINA, TATA SOLAR, C-Sun, BEL or any other make approved by all of the agencies simultaneously i.e. MNRE and SECI and NISE. The Department reserve the right of making independent inquiry with MNRE, SECI and NISE as regard appraisal of the proposed make and in case of any adverse observation/ reservation on the proposed make from any one of the make shall not be allowed.
(b) Peak power rating of the module shall not be less than 250Wp.
(c) The module efficiency shall be more than 16% at standard test condition and the cell should have minimum fill factor of 0.7 . It shall be made of high transitivity glass and front surface shall give high encapsulation gain.
(d) All materials used shall have a proven history of reliability and stable operation in external application. It shall perform satisfactorily in relative humidity up to 85% ±5% with temperatures between (-) 40ºC and (+) 85ºC and shall withstand gust up to 180km/hour on the surface of the panel. Each and every SPV module shall be checked for conformity with relevant standard and no negative tolerance shall be accepted.

General requirements for PV module: (a) Module shall be manufactured in India. Module shall be made up of mono crystalline silicon cells as per contractor own design and as per vetting by the vetting agency
(b) The interconnected cells shall be laminated in vacuum to withstand adverse environmental conditions.
(c) The module frame is made of corrosion resistant materials, preferably having aluminium anodized finish with suitable min thickness as per designer.
(d) The minimum clearance between the lower edge of the modules and the developed ground level shall not be less than 400 mm or as recommended by OEM. All the panels shall have provision to adjust it at three angular position i.e. Tilt angle of (-)15ºC, 0ºC, (+)15ºC.
(e) Surge arresting device to be provided at junction box and module shall be provided with bypass diode.
(f) The bidder shall carefully design and accommodate requisite numbers of the modules in the available area as per topography to achieve the rated power in his bid.
(g) The SPV module must be IEC 61215 and IEC 61730 Part I and Part II certified from any of the accredited certifying agencies.
(h) Each Solar PV modules used in solar power plants/ systems must be warranted for their output peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years from the completion of the trial run.
(j) The bidder shall provide the sample solar PV module electrical characteristics including current-voltage (I-V) performance curves and temperature coefficients of power, voltage and current.
(k) The module shall be provided with a junction box with either provision of external screw terminal connection or sealed type and with arrangement for provision of by-pass diode. The box shall have hinged, weather proof lid with capative screws and cable gland entry points or may be of sealed type and minimum IP65 rated.

MOUNTING STRUCTURE :- (a) Module mounting structure may require to customize with respect to the site availability keeping in view of costal conditions & Monkey menace.
(b) Mounting structure should be fixed axis type as per designer specification to obtain maximum panel output at Suryalanka (c) Module shall be mounted on a non-corrosive support structures.
(d) All the Panels shall have provision to adjust it at three angular position i.e. Latitude angle(0)0, latitude angle(-15)0, latitude angle (+15)0. The locking arrangement for adjusting the angle of module shall be accessible from the natural ground level.
(e) The base columns shall be made with reinforced cement concrete as per design based on site related data.
(f) The frames and leg assemblies of the array structures shall be made of MS hot dip galvanized. Minimum thickness of galvanization should be at least 80 microns.
(g) All fasteners shall be of Stainless steel - SS 304. Nut & bolts, supporting structure including module Mounting Structures shall have to be adequately protected against costal climatic condition.
(h) Design sufficiency report generated by STAADPRO shall be submitted.
(j) Fixed axis mounting is required in order to ensure higher generation from the solar power plant , the module mounting structure shall have the following features:-
(i) 100% Indigenous company (ii) Installed capacity (100% commissioned) of more than 10 Systems

GRID TIED INVERTER : (a) Make : SUNNY TRIPOWER, DELTA, STRUDER or any of the other make if approved make by MNRE / SECI / NISE. The make of invertor proposed by the contractor shall be got vetted by the design vetting agency. The Department reserve the right of making independent enquiries with MNRE / SECI and NISE as regard approval of the purposed make. In case of any adverse observation/reservation from any one of the agency, the make shall not be allowed.
(b) Design, supply, installation, testing & commissioning Solar Grid Connected string type inverter of appropriate capacity as per site requirement and designed capacity to give maximum yield for installed capacity , three phase, AC operated complete with following features complete all as per specified and directed :- (a) GENERAL (i) Output voltage : 3 phase, 415 V ac (+5 %). (ii) Frequency : 50 Hz (+1.5 Hz, -1.5 Hz). (iii) Continuous rating : cumulative capacity of 240 kW Grid Tied inverter.
(iv) MPPT Range :480V/as per inverter specifications.
(v) Standard conformation: IEC 61683.
(vi) Total Harmonic Distortion : Less Than 3%
(vii) Max.Ambient temperature : 55 deg° C.

(xii) Inverter should have internal protection arrangements against any sustainable fault in feeder line and against the lightning on feeder. (xiii) Should have isolation transformer

(i) The inverter system should detect the islanding conditions
(ii) Electrical safety, earthing and protection
(iii) There should be sufficient MPPT Channels per Inverter as per design.
(iv) These should be capable of asymmetric as well as symmetric loading. (d) A data logging system for plant shall be provided:-
(i) To measure the Solar Irradiance an integrating sensor mounted in the plane of the array. Readout should be integrated with data logging system.
(ii) Wind Speed: An integrated wind speed measurement unit be provided.
(iii) Temperature Sensor: Integrated temp, sensors for measuring the module surface temperature, inverter inside enclosure temperature, and ambient temperature to be provided complete with readouts integrated with the data logging system.
(e) All grid solar PV power plants must install necessary equipment to measure solar radiation, ambient temperature, wind speed and other weather parameters continuously. Simultaneously measurement of the generation of DC power as well as AC power from the plant must be done. These data shall be submitted to AGE on line and/ or through a report on regular basis.

COMBINER BOXES & ELECTRICAL PANEL : IF NOT INCLUDED AS PART OF INVERTER
(a) The Junction Boxes shall be of dust, vermin and waterproof and shall made of Thermo Plastic. The terminals shall be connected to copper bus bar arrangement of proper sizes. The junction boxes should have suitable cable entry points fitted with cable glands of appropriate size for both incoming and outgoing cables.
(b) Suitable markings will be provided on the bus bar for easy identification and cable ferrules shall be fitted at the cable termination points for identification.
(c) Combine groups of modules into independent charging sub-arrays that shall be wired to the controller.
(d) Should meet minimum IP65 standard for outdoor application.

The laying of cables will be as per standard norms to include excavation in trenches, sand cushioning and brick protection cable cover / cable tray where ever required to lay the cables. a) TRANSFORMER:
Supply, install, testing and commissioning of transformer of suitable capacity, step up Outdoor type complete with standard fittings, Primary voltage as per inverter output and Secondary voltage as HT 11 KV 3 phase, corrugated off circuit tape links of rating + 7.5 to -7.5 % @ 2.5% by means of hand operated off load tap changing gear on primary side, transformer copper wound, double wound, oil immersed naturally cooled with external cooling tubes, core design and vector group shall be suitable Step up transformer at Solar power plant. The fittings on primary side, secondary side all as per latest IS, Transformer shall be of oil natural and air natural type with oil and other stranded fitting. Contractor should submit the OEM design drawing with specifications as per design report for approval of AGE(I)
b) HT SWITCH GEAR- 1 No.
HT Switch Gear of suitable capacity as per designer specifications shall be consider with numeric really controller for secondary side of transformer outdoor type and necessary fittings / relays required to connect the solar generated 11 kV supply to existing APCPDCL 11 kV Supply at Main Receiving Station. HT Switch gear should have facility for incoming and outgoing cable type of suitable current carrying capacity and rupturing capacity out door type with standard fittings and fixtures. The OEM design drawing with standard specification as per latest IS be submitted for approval of AGE(I).
c) LT SWITCH GEAR
LT Switch Gear of suitable capacity as per designer specifications shall be consider with for primary side of transformer outdoor type for inverter output.

The lightning protection system will be provided as per designers recommendations keeping view of costal area.

EARTHING PROTECTION
Earthing system for entire Solar panels, transformer, inverter panels, HT / LT Switch gears, other electrical installations at site. Type and no of earthing pits shall be considered as per designer recommendations keeping view of soil resistivity at ground and earth resistance should be less than 5 Ohm. The contractor should submit the earth test result duly signed by Engr-in-Charge and contractor.

METERING ARRANGEMENTS:
(a) Suitable dual metering arrangements with recording facility shall be provided. The metering arrangements must have features to measure and record the following :- (i) Parameters of current generation, voltage, current, PF and Energy.
(ii) Total Energy generated by the System since installation.
(iii) Energy being consumed in house for meeting the electrical loads.
(iv) Energy being drawn from grid for meeting the electrical loads.
(v) Energy being fed to the grid.
(b) Any other metering required to determine efficiency and efficacy of the system.

Any other works/ items of Civil and Electrical nature required for the 240 KWp PV plant. Like, fencing, path and pcc harding standing, sheds, etc to be provided as per designer recommendations and payment will be measured under relevant schedules.

GENERAL NOTES : The items of work mentioned in item 11 to 11.17 of this schedule shall be executed as per following:-
(a) The above item shall be quoted and executed on ground based on Contractor’s own design on Performance Guarantee Basis. The Performance Guarantee is related to achieving the 240 KWp generation with specified efficiency and efficacies. The Contractor shall also be responsible for desired operational efficiency and desired efficacies of the System during its life cycle of minimum fifteen years duly considering the ground situation.
(b) The design shall be got vetted from any one of the following agencies(Approved Agencies):-
(i) National Institute of Solar Energy (NISE)
(ii) Sardar Swarn Singh National Institute of Renewable Energy Development Agency or any Govt Approved solar plant design agency.
(c) The successful Contractor shall submit the following document duly vetted by any one of the approved agency, within Four weeks of placement of work order for approval of Accepting Officer.
(i) Design Calculations : The tenderer should work out design based on the conditions prevalent at Air Force Station Suryalanka ground situation and site conditions as existing. The complete design calculations using PVSYS & PVSOL Software or any other software shall be submitted. (ii) Plan depicting layout of all equipment's , path, fencing and sub ways of the PV syatem.This shall be self contained and self explanatory representation of layout of equipment's and sub-system. The dimensioned drawing of the site of work clearly marked with all subsystems components etc shall be submitted. (iii) Schematic Diagram of the electrical system: This shall contain specifications, sizes, current, voltage and fault levels rating of all cables, switch gears and instrumentation & control systems and all metering and interlocking and transformer specification / HT switch gear with capacity , LT control panel, LT/ HT cable size & Specification etc.

(iv) All the documents/ technical details mentioned above duly vetted as specified above shall be approved by Accepting officer before placing final order. The AGE (I) may approve the document with concurrence of Accepting Officer as submitted by contractor or may suggest modification/ alteration in documents/ technical specifications duly supported with reasons for the same. The work shall be executed based on the approval.
(v) The design drawings and other technical details submitted by the successful contractor, along with all calculations, drawings, technical write ups etc shall become department property. Department may use these subsequently as deemed necessary. The contractor shall have no claim on these document and their subsequent use by the department.
(d) During execution the contractor must engage experienced engineer in the same field for supervision, monitoring and execution. The consultant shall certify that execution of the work has been done satisfactorily. The consultant shall certify that the work has been executed in accordance with vetted and approved design. All cost and charges for engagement of consultant shall be born by the contractor.
(e) Department will give completion of the work to the contractor only on the basis of basis of completion report submitted by the consultant engaged by the contractor for design.
(f) After Execution of project the contractors will verify generation of electricity as per vetted design in the PVSYST/PVSOL report submitted and connection of the same with existing 11 kV network.
(g) The contractor shall ensure suitable arrangement for solar PV panels.
(h) Contractor shall liase with the state electricity department for necessary permission / commissioning of ON Grid type solar panel at MES MRS substation system
(j) Contractor needs to provide all necessary equipment/ control system required for On Grid (11 KV after step up transformer) power plant with existing commercial (11 KV) system.
(k) The quoted rates are inclusive for Operation and maintenance of the solar power plant weekly twice during first year , next day after completion by providing one technician and one helper for monitoring the performance / Maintenance.
(l) contractor should train the departmental personnel's for operation/ Maintanancefor three months by OEM technical representative from date of commissioning/ completion(which ever is later) of solar plant.
